Project Background

Kituo cha Katiba: Eastern Africa Centre for Constitutional Development (KcK) with support from the Democratic Governance Facility (DGF) is implementing a project on electoral reform and justice in Uganda.

The goal of the project is to enhance electoral democracy in Uganda. The major objective of the project is to improve the adjudication of parliamentary election disputes by courts of law in the country. To achieve this, a critical review of the 2016 parliamentary election judgements to ascertain their consistency and legal basis has been undertaken; and findings from the study are expected to be disseminated to judicial officers mandated by law to handle electoral disputes. In addition, the project envisages training the said judicial officers on the emerging principles and jurisprudence from the study and providing them with Case Digests of the 2016 parliamentary election judgements, with a view to providing better direction on the adjudication of parliamentary election disputes.

Under the overall supervision of the Executive Director and in close consultation with the Programme Manager, KcK intends to hire one (1) individual consultant to undertake the above project.

Duties and Responsibilities (Scope of Work)

The Editor/reviewer of the Case Digests will undertake the tasks specified below:

  1. To review and edit the 120 Case Digests of the Court of Appeal on the 2016 parliamentary election judgements developed under the project.
  2. In undertaking the above, the editor/reviewer of the Case Digests shall:
  1. Determine whether the Case Digests communicate the facts, legal principles and ratio decidendi of each case.
  2. Verify citation and headnotes
  3. Edit the Case Digests to ensure proper use of legal terminology and for grammatical errors.
  4. Ensure consistency of the Case Digest format informed by standard Case reporting in Uganda.

Expected Outputs and Deliverables

  • Clear technical and editorial comments and recommendations on the Case Digests

Competencies/Requirements

Education:

  • A Degree in Law
  • A Master’s Degree in Law OR Formal training in digesting court cases OR in law reporting shall be an added advantage

Work Experience:

  • Must be a lawyer of over 6 years standing;
  • Possess 5 years’ experience in digesting court cases.

Skills:

  • Must have a good understanding of key legal principles
  • Excellent analytical and writing, editing and proofreading skills
  • Flexibility to adjustments to task resulting from project reviews and feedback processes

Assignment Modalities

Intellectual Property

All information collected under the project and outputs derived, shall remain the property of KcK for which it shall enjoy exclusive rights. 

Duration and payment of the Assignment

The assignment will be spread over a period of one month, starting on the 20th November, 2020 till 19th December 2020.   The contract sum is UGX 3,000,000 (gross) to payable in accordance with KcK’s Consultancy policy.
